I though I'd provide an update. I bought some Energizer 2260 Lumen daylight tubes. These run at 22W. They came with a starter cap replacement and required no rewiring. And I've gotta say the difference is like night and day (scuse the pun).
In the picture below you should be able to see the difference, although the camera hides the true brightness difference, and they are instant brightness, so all in a winner. Thanks for all the suggestions and opinions
