Great photo Jeff, the blur/dirt/greenery? in the foreground makes a change to the usual stones and pebbles.

I'm guessing here, but I think they are creating low pressure ahead of the transverse edge in front of the wheels - kind of like a diffuser does at the back - only at the front.
It's possible that while there will be a slightly greater mass of air hitting the front tyres, it will be at a much lower density, if that's the case, you get less drag & more downforce - but like I said, I'm guessing from a very limited knowledge of aero principles.
